Key takeaways
- Grey Harbour Docks is a Lower City location, not the name for every waterfront building nearby. The Water Queen’s House, Flymm Cargo, The Lodge, The Counting House and the Iron Throne are related locations with separate interiors or maps.
- Speak to Gowlan and Fleer beside the waypoint to advance Avenge the Drowned and learn where Holli Dylford was attacked.
- Flymm Cargo is essential for several quests, including Avenge the Drowned and Retrieve Omeluum, but its entrances are locked and watched.
- The secured loading dock contains six Mind Flayer Parasite Specimens and Ketheric Thorm’s Cargo Shipment. Access is easiest after disabling the Steel Watch.
- The stairs from the Steeps can trigger the Volo execution encounter Saving Volo grants Charlatan-background inspiration and abandoning him can break certain paladin oaths.
- The docks change after major progression events Some civilians appear only after the party has collected all three Netherstones, while others arrive only after the Steel Watch Foundry is destroyed.
Note
Base game, Act Three. This guide covers the Grey Harbour Docks location as defined in Baldur’s Gate 3, including the piers, ships, dockside approaches, Flymm Cargo connection, restricted watchtower route and quest-related spaces immediately within the area. It does not treat the Water Queen’s House, The Lodge, The Counting House, the Steel Watch Foundry or the Iron Throne as part of the same location, although each is connected to the docks and is discussed where relevant.
Overview
Grey Harbour Docks is a Lower City location in Act Three, spread along the waterfront west of The Counting House and north of the Water Queen’s House. It is not simply a single pier surrounding a waypoint. The area includes several working docks, a quarantined ship, fishermen’s berths, a secured Steel Watch loading area, a watchtower route, smugglers’ boats, access to Flymm Cargo and several approaches from the Steeps and neighbouring Lower City districts.
The docks are an important junction for several major Act Three storylines. They provide evidence for Avenge the Drowned, contain one of the approaches to Flymm Cargo, connect indirectly to the Iron Throne, and can become the aftermath location for the Steel Watch Foundry. They also contain one of the better hidden parasite caches in the city, although much of the area’s most valuable content is missable, restricted or dependent on quest progression.
Boundaries and neighbouring locations
Grey Harbour Docks occupies the open waterfront area around the dock piers and embankments. Its western and north-western approaches lead towards the Steeps and the streets around Lady Jannath’s Estate. The eastern side meets routes associated with The Counting House and its docks. The Water Queen’s House lies to the south, with stairs from the passenger pier leading to its entrance. The Lodge, the headquarters of the Society of Brilliance, overlooks part of the harbour but is a separate location.
Separate but connected locations
| Name | Details |
|---|---|
| Flymm Cargo | a separate warehouse location with its own ground floor, basement and submersible dock. |
| Water Queen’s House | Umberlee’s temple and the main location for the funeral and later stages of Avenge the Drowned. |
| The Lodge | the Society of Brilliance building overlooking the harbour. |
| The Counting House | a major Lower City bank with a separate secured dock route. |
| Steel Watch Foundry | a separate industrial complex. Destroying it places the party back on the Grey Harbour embankment. |
| Iron Throne | an underwater prison reached by submersible from Flymm Cargo, not a normal dockside building. |
Geography and subareas
The docks are easiest to understand as a chain of waterfront spaces running broadly from the quarantined ship and southern piers towards Flymm Cargo and the secured eastern routes.
Lustrous Lass
The Lustrous Lass is a quarantined vessel moored at approximately X: -193, Y: -233. Its crew is dead, and the ship has been towed into the harbour for investigation. The ship is distinct from the ordinary working piers and is one of the locations associated with the deceased dockside characters found in the area.
The ship also offers an alternative route towards the watchtower area. Be aware that this does not make the surrounding security harmless. The watchtower and Counting House docks remain restricted, and patrols can include Steel Watchers and Cashguards.
Passenger dock pier
The passenger pier is around X: -208, Y: -188. On first arrival, Dharin Brislen is arguing with Captain Sleam about evacuating his family from the city. The family can afford passage for only three people.
Helping the Brislens gains approval from some companions. After a successful resolution, a later visit following a long rest can produce a second conversation involving Trader Djingo and his clients. That later gathering is atmospheric and conversational rather than a major quest step. Wooden stairs at the far end of the pier lead towards the Water Queen’s House.
Grey Harbour Docks waypoint and fishermen’s pier
The main waypoint is near X: -219, Y: -155. Gowlan and Fleer stand nearby. They are siblings and fishermen who witnessed the death of Holli Dylford.
Speaking to Gowlan is one of the intended ways to advance Avenge the Drowned. He can explain that he and Fleer were hauling in their nets when they discovered Holli and noticed something unusual in the water moving towards Flymm Cargo. This clue points the party towards the warehouse and the submerged machinery beneath it.
The right-hand side of the harbour forms the fishermen’s pier. Containers in this area are marked as restricted, but a hidden pile of rotten fish contains a useful treasure-map sequence.
Secured Steel Watch loading dock
The loading dock at approximately X: -208, Y: -134 is marked as a secure area and patrolled by two Steel Watchers. The moored ship itself can be reached by a sufficiently careful character.
At the stern, around X: -203, Y: -124, two apparently ordinary wooden crates conceal an illithid-designed container. Detecting it requires a DC 20 Investigation check. If the check fails, attempting to loot the crates exposes the disguise.
The cache remains unclaimed through Act Three and can be looted freely after completing Disable the Steel Watch, when the surrounding security is no longer operating in its normal form. The location’s total listed parasite count is seven, because another specimen is associated with the Volo encounter and the wider dock area rather than this single container.
Stairs to the Steeps
The stairs around X: -230, Y: -145 are one of the possible first approaches to the docks. If the party reaches the area from the direction of Lady Jannath’s Estate, Churg Elvek and his gang are preparing to execute Volo.
Saving Volo grants the Charlatan-background inspiration Saving a Fellow Tale-Spinner. Allowing the execution to happen is also recorded as an oathbreaking action for Vengeance Paladins and Paladins of Devotion. The encounter can become a fight, and Volo’s cart contains smokepowder barrels that may detonate during the battle.
Taking it openly can attract the attention of the Flaming Fist guards nearby.
Smugglers’ corner
The smugglers’ corner lies below the high embankment beneath The Lodge. It can be reached by a ladder near the end of the railway track or by walking along the stone embankment and descending towards the boats.
Big Huido leads a Guild-protected smuggling operation here. When the automatic dialogue begins, the party can:
The choice affects companion approval in different ways. This is a Guild-related encounter, not a normal shop or service, and the cargo should not be treated as a purchasable stock of goods.
Embankment beneath The Lodge
A DC 10 Perception check near X: -188, Y: -98 reveals a loose plank. It conceals a bottle of wine and a Sailor’s Key.
The key opens a nearby red-outlined chest containing:
Because the stash and chest are restricted, take them while hidden, during a suitable distraction or after dealing with the nearby guards.
Fishermen’s pier and buried treasure
Between two drying racks around X: -179, Y: -101 is a Pile of Rotten Fish. It can be noticed with a DC 10 Perception check, although it remains lootable without spotting it first. Digging it up requires a DC 15 Constitution check.
The map points to land south of The Counting House, approximately X: -98, Y: -201. Digging there reveals a wooden chest containing 259 gold. This treasure is outside the physical dock boundary, but the map and key originate within Grey Harbour Docks and should be collected before leaving.
Flymm Cargo connection
Flymm Cargo is a separate warehouse on the eastern side of Grey Harbour. Its surrounding berths are not normally off-limits, but the building’s doors are locked and red-outlined. The northern side is watched by a Flaming Fist patrol, and the building is also connected to Steel Watch security.
The balcony route can be reached from the direction of The Singing Lute by jumping onto the roof from the gallery. Inside, five Worgs attack on sight. A key on the upper gallery opens the building’s doors, and a hatch leads to the basement.
Flymm Cargo is central to Avenge the Drowned and Retrieve Omeluum. Its basement contains a submersible dock and the route to the Iron Throne. The submersible is the only normal way to reach the Iron Throne and return alive. If the Steel Watch Foundry is destroyed before the Iron Throne is visited, the Iron Throne becomes unreachable.
Watchtower and Counting House docks
The watchtower lies beside the Counting House dock route and is a restricted area. It can be approached from the deck of the Lustrous Lass or from the berth behind Flymm Cargo.
Being spotted can produce a Cashguard encounter. Depending on the circumstances, trespassing may result in a fight or teleportation to the entrance bridge of The Counting House. Unlocking the tower provides access to its roof, a useful view over Grey Harbour and the river Chionthar, plus two smokepowder barrels.
Passenger dock pier: You can resolve the encounter by
- 01Convincing Captain Sleam to take all four family members.
- 02Paying the shortfall yourself.
- 03Walking away and allowing the argument to continue.
Flymm Cargo connection: Possible entrances include
| Name | Details |
|---|---|
| Western locked double doors, approximately X | -169, Y: -149, requiring DC 20 Sleight of Hand. |
| Southern locked double doors, approximately X | -152, Y: -162, requiring DC 20 Sleight of Hand. |
| A balcony entrance requiring DC 15 Sleight of Hand. | — |
Residents, visitors and named characters
The following directory consolidates the named entries listed for Grey Harbour Docks. Some are ordinary background characters, some appear only during particular events, and several are deceased characters found aboard the Lustrous Lass. The dock category lists 53 character pages in total, although the location page groups them by role and progression state.
Civilians and visitors
Asthena, Marie Taylira, Neeme and Vhynce appear after the party has collected all three Netherstones. Flaerian, Saer Deelia and Yeller Dawg appear only after the Steel Watch Foundry is destroyed. The location page records these as progression states rather than separate versions of the area.
Flaming Fist
The Flaming Fist patrols the docks and responds to openly looted restricted containers. Their presence is especially important near the Volo encounter, Flymm Cargo and the watchtower approach.
The Guild
Big Huido is the principal named figure in the smugglers’ corner. The Guild’s protection explains why the smugglers’ cargo is an encounter and potential conflict rather than an ordinary unattended shipment.
Creatures and security
The number of Steel Watchers active in a particular route may differ from the total named entry because some are tied to separate patrols and restricted routes.
Quests and activities
Avenge the Drowned
This is the docks’ central questline. It begins with Allandra Grey in the Lower City and leads to the funeral of Holli Dylford at the Water Queen’s House. After speaking to the waveservants and learning about Holli’s death, talk to Gowlan and Fleer beside the Grey Harbour Docks waypoint.
Their testimony points towards Flymm Cargo. The party can then investigate the warehouse, descend into its basement and follow the evidence towards the submersible and Redhammer. The quest’s evidence trail is deliberately distributed between the temple, the fishermen and the warehouse rather than being contained entirely within the dock map.
Retrieve Omeluum
Flymm Cargo provides the route towards the Iron Throne, where Omeluum can be found. This is a separate area reached through the submersible, but the docks are the practical starting point for the investigation. Do not destroy the Steel Watch Foundry before visiting the Iron Throne if you want to preserve this route.
Rescue the Grand Duke and The Blade of Frontiers
The Grey Harbour Docks are listed as related to Rescue the Grand Duke and The Blade of Frontiers, principally because the Flymm Cargo and Iron Throne route becomes relevant to the Duke’s situation. These quests may take the party away from the open docks and into connected locations.
Save the Gondians
The loading dock and Steel Watch-related routes are tied to Save the Gondians and Disable the Steel Watch. After the foundry is destroyed, the party is placed back on the Grey Harbour Docks embankment. This also changes which civilians can appear in the area.
Loot and collectibles directory
Fixed or specifically documented loot
The six-parasite cache is the most valuable single discovery in the open docks, but accessing it safely is easier after the Steel Watch is disabled. The dock cranes are environmental loot sources rather than containers reached by ordinary searching. Destroying the hooks drops the suspended metal crates, which contain common items or Camp Supplies.
Suggested exploration route
For a first visit, the following order minimises backtracking while preserving the major conversations:
Suggested exploration route: steps
- 01Activate the Grey Harbour Docks waypoint.
- 02Speak to Gowlan and Fleer to advance Avenge the Drowned.
- 03Inspect the fishermen’s pier and dig up the rotten-fish pile.
- 04Resolve the Brislen family’s dispute at the passenger pier.
- 05Visit the Water Queen’s House if Avenge the Drowned is active, then return to the docks.
- 06Approach the stairs to the Steeps and resolve the Volo encounter.
- 07Search the embankment beneath The Lodge for the loose plank and Sailor’s Key.
- 08Decide whether to confront Big Huido at the smugglers’ corner.
- 09Investigate Flymm Cargo, preferably using the balcony entrance or stealth.
- 10Leave the secured loading dock and watchtower for later if the Steel Watch is still active.
- 11After disabling the Steel Watch, return for the illithid container and the newly appearing civilians.
- 12Follow the treasure map south of The Counting House before moving on.
Practical checklist
Before leaving Grey Harbour Docks, check that you have:
Hazards and progression changes
The docks are more dangerous because of jurisdiction and visibility than because of a single boss fight. Red-outlined containers, locked warehouse doors, Flaming Fist patrols, Steel Watch routes and Cashguard surveillance make stealth, disguise, invisibility or carefully timed combat useful.
The most important progression warning concerns Flymm Cargo and the Iron Throne. The Iron Throne is reached by submersible, and destroying the Steel Watch Foundry first can remove access to it. The parasite container, by contrast, remains available after the Steel Watch is disabled.
There is no single conventional Grey Harbour Docks boss. The area’s major hostile encounters are:
Lore and atmosphere
Grey Harbour Docks presents Baldur’s Gate as a working port rather than merely a collection of quest interiors. Passenger evacuation, fishing, industrial shipping, smuggling, quarantine, religious funeral rites and Steel Watch logistics all occupy the same harbour.
The area also ties together several histories of the city. The drowned Iron Throne building once stood near the harbour before being torn from its foundations and sunk into the Chionthar after the Bhaalspawn crisis. Gortash later repurposed the submerged ruins as the Iron Throne prison, supplied through the submersible dock beneath Flymm Cargo.
The docks therefore form a deliberate contrast between ordinary civic life and the hidden machinery of the Act Three conspiracy. Fishermen see unexplained oil and dead fish, Umberlee’s servants mourn a murdered waveservant, the Guild moves contraband, the Steel Watch controls industrial access and Gortash’s prison waits beneath the water.
