Key takeaways
- The Water Queen’s House is an Umberlee temple in the Grey Harbour Docks, at the southern end of the Lower City, on a rocky cape extending into the River Chionthar.
- Its scope includes the temple, upper floor, rear beach and Water Queen’s Cellar The cellar is a separate private subarea, not merely a decorative basement.
- Speak to Allandra Grey before visiting the Iron Throne if you want to start Avenge the Drowned normally. Travelling to the Iron Throne first changes the quest into a confrontation after your return.
- Donating any item or amount of gold to the Offering Chest grants Umberlee’s blessing until the next Long Rest, once per party member. Stealing from the offerings or cellar treasure prevents future donations from granting the blessing.
- The Wavemother’s Cloak is upstairs, in an Opulent Chest in Norya Baker’s room, along with the High Security Vault No. 4 Key.
- The cellar contains a trapped treasure encounter rather than a conventional boss fight. Taking the treasure triggers Ice Storm, hostile sahuagin and hostility from the waveservants in the cellar.
Overview
Baldur’s Gate 3, Act Three, Lower City Base-game guide. Major spoilers for the Water Queen’s House, Avenge the Drowned, Save the Gondians and the Iron Throne.
The Water Queen’s House is a temple of Umberlee on the southern edge of the Grey Harbour Docks. It is not simply a single worship hall: the location includes the public portico, the main temple, an upper floor, the rear beach and the Water Queen’s Cellar beneath the rocky headland. The temple is connected to the Lower City’s maritime life, the Iron Throne storyline and the quest Avenge the Drowned.
Its peaceful funeral ceremony makes the site look deceptively harmless. A careful visit can provide temporary blessings, background inspiration, unique dialogue and useful equipment. A reckless theft in the cellar, however, calls down Umberlee’s anger, summons sahuagin and turns the cellar’s waveservants hostile.
Overview and boundaries
The Water Queen’s House is the Baldur’s Gate temple dedicated to Queen Umberlee, commonly called the Bitch Queen. It occupies the southernmost part of the Grey Harbour Docks, where the cape gives the temple broad views over the water. The public-facing part is a colonnaded portico around an Umberlee fountain. Behind it stands the two-storey temple used by the clergy, with the cellar cut into the rocky base.
For exploration purposes, treat the location as five connected areas:
The nearby Grey Harbour Docks and Steel Watch Foundry are separate locations. The latter can be reached from the southwestern edge of the portico through an awkward jumping route, but that does not make the foundry part of the Water Queen’s House. Likewise, the Lustrous Lass is a neighbouring location rather than a subarea of the temple.
Overview and boundaries: steps
- 01Portico entrance, including the fountain, altar and Offering Chest.
- 02Main building, including the funeral nave, kitchen and internal stairs.
- 03Upper floor, containing the entry office and Allandra Grey’s private quarters.
- 04Southern balcony and rear beach, including fishers, a buried chest and the cellar passage.
- 05Water Queen’s Cellar, including the funeral-repast area, treasure room and hidden cavern.
Reaching the temple
The normal approach is from the Grey Harbour Docks waypoint. Follow the docks south towards the large temple on the rocky cape. The public entrance is through the portico. There is no need to pick a lock or sneak into the main building: Diomira Trellis speaks to the party on approach and permits entry while the funeral is under way.
The rear beach is reached from the main building by taking the southern stairs, crossing the balcony and descending to the sand. The cellar passage is concealed in the rocks beyond the three fishers. It is easy to miss because it does not look like a formal temple entrance.
Alternative movement
The southwestern corner of the portico provides a possible route towards the Steel Watch Foundry’s territory through a series of jumps. Misty Step or Feather Fall makes the route safer. This is an environmental shortcut, not the intended entrance to the foundry, and it should not be confused with the Water Queen’s House’s normal route.
Portico entrance
The portico is the public area of the temple. It surrounds a fountain depicting Umberlee and is used by ordinary worshippers, sailors and visitors. The atmosphere is devotional rather than openly hostile, although the offerings are guarded and stealing from them counts as a crime.
Offering Chest
The Offering Chest stands opposite the altar and is guarded by Seawind Star Stolitti. Interacting with the chest and placing any item or any amount of gold inside grants the donating character Umberlee’s blessing until their next Long Rest. Each party member can receive the blessing once. The effect does not stack with ordinary versions of Bless, and it is removed if the character respecs.
For an Acolyte, donating also grants the Offerings to the Waves inspiration. Do not remove the contents afterwards. Taking items from the chest is criminal, and stealing from it or from the cellar’s treasure pile causes Umberlee to stop blessing future donations. Existing blessings are not immediately cancelled.
Portico directory
Fitzy Relma is an Untaken, or novice cleric, who occasionally carries offerings from the public chest to the treasure pile in the cellar. Her movement explains why the donation chest may not always appear to be attended by the same person.
Main building
The main building is the active religious centre of the location. Its rear nave contains the funeral of Holli Dylford, whose body lies on a mat while Allandra Grey and other waveservants perform the ceremony.
The funeral is the reason the party is allowed inside. It also establishes the temple’s view of death: drowning is described as a form of divine mercy from Umberlee rather than an ordinary accident. This conversation is the gateway to Avenge the Drowned.
Allandra Grey and the funeral
Allandra Grey is the Flood Tide and high priestess of Umberlee in Baldur’s Gate. She leads the funeral and asks whether the party has brought an offering. The game provides special responses for several classes, deities and backgrounds. Clerics can refer to their own gods, while monks and barbarians have distinctive dialogue options.
Choosing an answer that indicates a tribute rather than saying that the party brought nothing can grant one or both background inspirations:
After discussing the death, Allandra can ask the party to investigate what killed Holli. This starts Avenge the Drowned, provided the relevant progression condition has not already been passed.
Kitchen
A short western stairway leads down to the temple kitchen. Two Untaken prepare food and drinks for the funeral repast. The kitchen contains Camp Supplies and the book Sacred Shark Recipes.
The kitchen is not a shop or a cooking service. The supplies and book are environmental loot and lore rather than a repeatable facility.
Main-building directory
The unnamed waveservants and Untaken are ordinary members of the Church of Umberlee rather than independent factions. They should be distinguished from Allandra, who is the temple’s named leader.
Upper floor
The upper floor consists of an entry office and Allandra Grey’s private quarters. The rooms are connected by an exterior bridge visible from outside the building.
Vilmina stands in the entry room and normally blocks the way into the private area. Several containers are not locked, but they are red-outlined and therefore treated as owned. Entering the private quarters without permission can provoke accusations of trespassing.
Norya Baker is in the adjoining room. She also objects if she catches the party trespassing. A fishing net on the wall can be looted for Starfishes and Pearls.
Upper-floor loot
The upper floor contains a mixture of random and fixed contents:
The random contents of the chests should not be treated as guaranteed named items. The Wavemother’s Cloak and High Security Vault No. 4 Key are the important fixed rewards in this section.
Upper-floor loot
| Location | Contents |
|---|---|
| Traveller’s Chest | Gold, alchemical ingredients and a random precious gem |
| Small Gilded Chest | Gold, alchemical ingredients and a random precious gem |
| Two Opulent Chests | Gold, random precious gems and potentially valuables, spell scrolls or potions |
| Fishing net | Starfishes and Pearls |
| Opulent Chest in Norya’s room | High Security Vault No. 4 Key and Wavemother’s Cloak |
Rear beach
The southern exit descends to a small beach behind the temple. Three fishers stand here discussing the possibility of catching a sahuagin. They are not a merchant group and do not provide a fishing service.
A buried chest can be found near the beach with a DC 20 Survival check. The chest contains:
The precise potion variant and book are not fixed in every account of the location, so treat them as variable loot rather than a guaranteed named reward.
The beach is also the only normal route into the Water Queen’s Cellar. Walk past the fishers and inspect the rocks for the unobtrusive passage.
Water Queen’s Cellar
The cellar is a cave beneath the temple and is considered a private area of the Church of Umberlee. Entering it is trespassing. Stealth is recommended, particularly if the party intends to inspect the treasure.
The entrance crosses a stream before reaching stairs leading up into the main cavern. Deep Water can break Invisibility, so an invisible character may still be exposed while moving through the entrance. This makes the approach less reliable than simply hiding, moving carefully and using line of sight.
Several Umberlants gather near the stairs and a table on the higher ground. They are discussing Holli Dylford’s death and preparing food for the funeral. A dead kuo-toa has been laid out as food, reinforcing the temple’s disturbing maritime culture.
An unlocked chest near the table contains minor random loot.
Treasure room and Umberlee’s retaliation
An unlocked iron gate separates the back of the cellar from the treasure room. The treasure pile contains approximately 400 gold, a random gem, several pieces of jewellery, a bottle of wine and a fish.
Taking the treasure is not a normal harmless theft. It triggers Umberlee’s retaliation:
This is a progression-independent environmental consequence, not a conventional boss encounter. The sahuagin are the main combat threat. The cellar treasure can therefore be taken, but the party should prepare for the ambush and avoid assuming that the peaceful temple above will automatically enter combat.
If the party has sided with the Church of Umberlee during Avenge the Drowned and handed over Redhammer, his corpse appears in the far corner of the treasure area beside three other dead kuo-toa. This is a conditional story placement, not a guaranteed discovery in every playthrough.
Treasure room and Umberlee’s retaliation: steps
- 01An Ice Storm is cast on the party.
- 02Hostile sahuagin appear in the water pool further inside.
- 03Waveservants in the cellar become hostile.
- 04Future donations at the Offering Chest no longer grant Umberlee’s blessing.
- 05The clergy in the temple above do not necessarily become hostile merely because the cellar is looted.
Hidden cavern
A DC 15 Perception check near the far end of the cellar reveals a nearby Sandstone Wall. The wall can be breached, opening a small hidden chamber with waterfalls.
This room is distinct from the main treasure room. Finding it does not, by itself, constitute the same act as looting Umberlee’s main treasure pile, although ordinary ownership and trespassing rules still apply.
Named residents and associated characters
Church of Umberlee
The temple’s core faction is the Church of Umberlee. Its members are called Umberlants in the game’s terminology and waveservants in common speech. The faction’s local leader is Allandra Grey. The temple’s public role is worship and funeral observance, but its wider ambitions include influence over Baldur’s Gate’s docks and shipyards.
Named residents and members
Visitors and story-associated figures
Gowlan and Fleer are not residents of the temple. They are relevant witnesses connected with the dead waveservant and are found near the Grey Harbour Docks.
Avenge the Drowned
Avenge the Drowned is the principal activity at the Water Queen’s House. It begins when Allandra explains that Holli Dylford died under suspicious circumstances involving a black-blood substance and asks the party to investigate.
Recommended order
The quest can only be initiated in its ordinary form if the party has not yet visited the Iron Throne. If the party uses Redhammer’s submersible from Flymm Cargo to travel to the Iron Throne as part of Save the Gondians, Allandra and her companions can confront the party when they return, having realised that the submersible was responsible for Holli’s death. The party then chooses between Redhammer and the Church of Umberlee.
Recommended order: For the cleanest version of the quest
- 01Visit the Water Queen’s House before going to the Iron Throne.
- 02Speak with Diomira Trellis and enter the funeral.
- 03Speak with Allandra Grey.
- 04Offer gold, a prayer, a weapon or another appropriate tribute if desired.
- 05Ask about Holli’s death.
- 06Investigate the evidence and pursue the lead connected to Flymm Cargo.
- 07Decide whether to support Allandra or Redhammer when the quest reaches its confrontation.
Lore and atmosphere
The Water Queen’s House shows how Umberlee’s worship functions in a major port. Sailors and captains seek the goddess’s favour because they fear the sea, drowning and the sahuagin. The temple therefore occupies an uncomfortable position: it is both a place of genuine religious devotion and an institution interested in wealth, influence and control over maritime commerce.
The funeral ceremony expresses Umberlee’s theology through ritual language. Holli’s drowning is presented as divine mercy, while the treasure room demonstrates the harsher side of that relationship. The goddess may bless a respectful offering, but she punishes the theft of her wealth with weather, monsters and the withdrawal of favour.
The contrast between the open portico and the hidden cellar is deliberate:
Lore and atmosphere
| Name | Details |
|---|---|
| Portico | public worship, donations and respectable civic religion. |
| Main nave | mourning, ritual and the temple’s social face. |
| Upper floor | authority, private property and valuable possessions. |
| Cellar | restricted clergy space, unsettling food practices and hoarded wealth. |
| Hidden cavern | a concealed natural space beneath the constructed temple. |
Suggested exploration route
For a first visit, the following order collects the most important content while reducing the risk of accidentally changing the quest:
Suggested exploration route: steps
- 01Approach from Grey Harbour Docks. Let Diomira Trellis speak before entering.
- 02Inspect the portico. Find the altar and Offering Chest.
- 03Donate with each character who wants the temporary blessing. Do this before any theft.
- 04Enter the main building. Speak to Allandra Grey and handle the funeral conversation.
- 05Start Avenge the Drowned if the party has not yet visited the Iron Throne.
- 06Check the kitchen. Collect Sacred Shark Recipes and Camp Supplies.
- 07Visit the upper floor. Decide whether to sneak past or otherwise deal with Vilmina and Norya Baker.
- 08Take the Wavemother’s Cloak and High Security Vault No. 4 Key.
- 09Descend to the rear beach. Make the DC 20 Survival check for the buried chest.
- 10Speak with the fishers.
- 11Enter the cellar only when ready to trespass.
- 12Find the hidden cavern with the DC 15 Perception check.
- 13Choose whether to rob the main treasure pile. If you do, prepare for Ice Storm and sahuagin.
- 14Return to the temple and complete any remaining dialogue before moving on to Flymm Cargo or the Iron Throne.
